Horton received a BA in Business Administration from Furman Univ. in Greenville SC in 1965. After serving in the Army as an artillery officer for two years in both Ft Lewis WA and the Republic of Vietnam, he returned to school and earned a Masters of Science in Professional Accounting from Northeastern Univ. in Boston MA.

He started his career in Public Accounting with one of the then "Big Eight" accounting firms and later joined a small firm in NY specializing in SEC engagements. In 1976, he went out on his own and has practiced as a sole proprietor since then. His office is in Tinton Falls NJ and he is licensed as a CPA in NY and NJ.

Horton joined the Rotary Club of Red Bank NJ in 1989 and has served for many years on its Board and as its Treasurer. He is also on the Board of the Red Bank Rotary Foundation. In 1994-95 he served as President of the Club. Since then he has served as both Assistant and Deputy Governor and for two terms he served as Treasurer for District 7500. The Club awarded him a Paul Harris in 1996. He currently serves on the District Finance Committee.

He has a vacation home in Ponte Vedra Beach, FL where he spends far too little time. On any given day while in FL you can find him thoroughly enjoying himself playing mediocre golf.
