Will received a degree in history from Franklin and Marshall College and a Juris Doctor degree from the University of Baltimore. He has been a practicing attorney since 1980. He has been admitted to practice in Maryland and Pennsylvania, in the District Courts for the Eastern District and Middle District of Pennsylvania, the U.S. Fourth Circuit Court of Appeals, the U.S. Bankruptcy Court for the District of Maryland, and the U.S. Tax Court. He is a member of the Pennsylvania and Maryland Bar Associations and is a U.S. Army veteran.

He has been a member of the Southern York County Rotary Club since 1989 serving as president, member of the Board of Directors, and member/chair of various committees, including scholarship, blood analysis program, GSE, Preserve Planet Earth program, membership, road clean-up, and fundraising. On the district level he has been Rotary District Extension Chair, Rotary District GSE Committee member, and Assistant District Governor. He is also an active member of the Lions Club and served as District Governor for three counties in 2006-2007. He is the founder, board member, and past president of the Baltimore County Assistance and Relief Fund and the founder, board member and past president of Key Point, Inc. and non-profit serving disabled adults. He is also active with the YMCA and other civic organizations and the St. John Lutheran Church of New Freedom.
